What do you need to know to be 'at' the level for year 4?
You need to know that * * * *

can be observed as 3 lots of 4, or 4 lots of 3, which can be worked out
NOT by skip counting ( 3,6,9,12),
NOT by repeated addition (3 + 3 + 3+ 3 = 12)
But by looking at it as 3 X 4, or 4 X 3 which equals 12.
